If &#039;state&#039;=&#039;sounds like&#039;, time=&#039;T&#039; and NSE=&#039;directions other for W&#039;, then that uses up all the clue.  Its not &amp;lit, and if either (or both) of &#039;State&#039; or &#039;W&#039; are the definition then they are are doing double duty, which is a bit naughty.  Also, one has to pronounce T (time)as &#039;tuh&#039; rather than &#039;tee&#039;.  The name of the letter T is &#039;tee&#039; not &#039;tuh&#039;.]]></description>
