Proved to be hard work this puzzle, but eventually the grid started to fill and it became obvious that the down clues that intercepted the bottom row left a space in that row.

As for 25d, you should check the separate entry for SHEARS as a plural noun.. It does now strike me as not quite so obvious (or perhaps capable of reconstruction) coming at it from the solver’s point of view.
