“The theme of the puzzle is a well-known final comment, subsequently much quoted (although rarely in full). After completion of the grid the contents of 11 cells must be erased (always leaving real words) and one circled letter replaced, to reveal the encompassing QUOTATION (10 words). The 12 circled letters can then be arranged to form the speaker’s surname, which must be written below the grid. Chambers Dictionary (2016) is recommended, but does not contain 20ac (which can be confirmed in ODE) or 10dn.”
The ‘encompassing quote’ (which is found round the perimeter) is “THEY THINK IT’S ALL OVER! IT IS NOW, IT’S FOUR!”, which was said by Kenneth Wolstenholme’s at the end of the 1966 World Cup. The 11 cells to be removed are the spaces between the words, and the circled cell that is to be replaced is the N in the perimeter (which becomes a T).
Notes
I may be mistaken, but 37 across appears to have an I missing from the anagram fodder. In 17 down, rather than being a reference is to a misspelt (but better known) ISAR (a river in Germany), I believe the ‘of Germany’ indication is to lead us to the ISER (the German name for the Jizera, which does not flow through Germany).
