    Sorry to disagree, but I thought that this was much too hard for a Quiptic, with INHIBITION, ELECTORAL and TENANT being tricky for a cryptic.

    I didn’t understand EAST BERLIN or RIOTER, having never heard of “ER” (another obscure reference).

    One wouldn’t address a peer as EARL – a “peer of the realm”, perhaps, would be an earl.

    14a the containment is indicated by “in”, so the clue would be neater without the superfluous “suit”.

    I enjoyed this puzzle, but agree with muffin @3 that some of the clues were rather hard to solve for a Quiptic – incidentally, we had ER last week, new to me then, but I did remember having heard of Emergency Room after googling (I don’t watch television, too busy in the evenings, I prefer to listen to music).
