I think inter alia here means ‘in between al and ia‘, ban (law) being the thing removed (outed)from Albania to get alia as you say. A pretty obscure clue compared to teh rest of the crossword.
I have waited for a (long) while to see if someone would come up with something for 16d. PeeDee did, and I’m sure he’s right.
Making it IMO a very clever clue (and certainly nót obscure).
My Clue of the Day was though PAINTER (19ac).
Seen it before but not much better than this.
